And whoever swears by the temple swears by it and by him who dwells in it.

Heaven is God's throne where He displays His majesty; swearing by it means swearing by Him who sits upon it. Any oath that appeals to what relates to God binds the swearer as if God were named explicitly, since only God, the searcher of hearts, can truly be appealed to.
