It shall be separate from the property of the Levites and the property of the city, which are in the midst of that which belongs to the prince. The portion of the prince shall lie between the territory of Judah and the territory of Benjamin.

John Gill Reformed Baptist

This inheritance is not earthly land but spiritual: a place in God's house and church, with full rights to all its ordinances. Gill notes there are no cities of refuge here because Christ has come, He alone is the asylum for sinners, and in that holy mountain none will hurt or destroy.
